How does the exchange rate work?

I have read the Rules and FAQs and all the informational articles about but I am still not comprehending the exchange rate in the top left corner.

What is it based on? What does it mean? I read about it on the "How it Works" article but I'm still a little confused about it. Is it like a coin to dollar ratio? Like for every coin you make, you get .0001 for every dollar? Almost like a money exchange rate when you travel countries and need to change your money?

Also, does it change and if so what is the change based on? Is it just a matter of where you live or how much traffic you get? Will it ever increase or decrease or does it pretty much stay the same?

I don't either... but the important thing is... you got paid for every views that your post got if you are on the whiltelist country.... but if you are from Philippines and India, outside views is not counted, but the internal views from our co-bloggers are counted and can be paid. You got paid from the likes your post got. You can be paid for every comments you made in other's bloggers article if your comment is at least 30 characters long. But your own comment to your own post is not counted (of course). God bless. About the rates... I know they increase it since January 2015. God bless.
