Adwords for promotion

Since promoting our articles on Persona Paper is in our own command, I was thinking about using Adwords. I actually asked this before, but since support didn't gave me an answer for that, I point this question to my fellow writers here.

Twitter and Facebook are not exactly the right tools to promote my own things, even by having a decent number of followers on both sites, simply because none of them are bringing in the desired results.

Since Persona Paper takes a better care about these things from the start, I wouldn't get off on the wrong foot with this thing, without asking if it's right to do so. Most of the advertising networks doesn't take it lightly if paid traffic is involved, but Adwords is something that happens to be in the grey area.

Adwords is too expensive to promote a site that is not selling products.

That depends on the conversion rate. PP pays for unique views, and without actually setting up a budget, it's quite not a clear cut case, whether it's too expensive or not.
